EHRC publish Inquiry Report into housing for disabled people 08/06/2018 Labelled as Consultation, Tenants

ARCH and a number of contributing ARCH member councils and their tenants have been thanked by the EHRC (Equalities & Human Rights Commission) for their input into an EHRC Inquiry Report entitled "Housing and disabled people, Britain's hidden crisis" (link available below).

 

The inquiry looked at whether the availability of accessible and adaptable housing, and the support services associated with it, fulfilled disabled people's rights to independent living.

 

The EHRC report found that disabled people are disadvantaged in almost every part of the housing market and that urgent action needs to be taken by Governments, housing providers and local authorities.   The report identifies 4 major challenges faced by disabled people:

 

  1. Disabled people are demoralised and frustrated by the housing system
  2. There is a shortage of accessible homes
  3. Installing home adaptations involves unacceptable bureaucracy and delay
  4. Disabled people are not getting the support they need to live independently

 

The inquiry also found that disabled people reported improved physical and mental health and wellbeing, enhanced prospects for employment and study when their homes met their access requirements.

 

EHRC view is that disabled people need to be recognised as the best experts at determining and promoting better solutions. They need to be actively engaged in developing local plans, policies, services and scrutinising performance.

 

To support this the EHRC have produced a range of other useful materials to complement their report, all available on the EHRC website (link available below) including:

 

  • Toolkits for use by disabled people, disabled peoples organisations, Councillors and Local Authorities. The toolkits provide guidance and examples of best practice in respect of the provision and management of housing for disabled people and will be launched in June 2018. 
  • The EHRC website also features written case studies and videos featuring disabled people discussing how adaptations have enhanced their lives and is available now

 

ARCH members are urged to read the full EHRC report: Housing & disabled people: Britain's hidden crisis" and the recommendations contained in it and consider how services for disabled people in their area can be improved in.
