The Homelessness Reduction Bill, having been approved by the
House of Commons, passed its Second Reading in the House of Lords
on 24 February.
No amendments having been tabled by 10 March, Lord Best, the
Bill's sponsor in the House of Lords, moved an Order of Committal
proposing that the Bill move directly to third reading which was
agreed. A date is to be confirmed.
It is now likely that the Bill, as approved by the Commons, will
be endorsed by the Lords and move to Royal Assent before Easter.
The main provisions are unlikely to commence, however, before there
has been consultation on a new Homelessness Code of
Guidance. The Code of Practice proposed in the Bill will
require further Parliamentary approval before it can come into
