Members of Parliament began to debate the Report Stage of the
Housing and Planning Bill in the House of Commons on Tuesday 5
January 2016. The debate was adjourned at midnight. MPs did not
reach Part 4 of the Bill dealing with the provisions regarding
social housing (sale of high value stock, introduction of mandatory
'pay to stay' and phasing out of secure lifetime tenancies).
Day two of the Report Stage, the Legislative Grand Committee and
Third Reading of the Bill have been scheduled for Tuesday 12
January 2016.
A number of detailed amendments to Part 4 have been put down by
opposition members on day one, some of which reflect our stance as
set out in our submission to the Public Bill Committee. However it
remains to be seen whether such amendments will be carried out.

representations on Part 4 when the Bill was considered
by the Public Bill Committee prior to Christmas and we've issued a
further
short briefing for Parliamentarians in advance of
the first day debate on the Report Stage and Third Reading.
