Member experience: Compulsory Pay to Stay 20/08/2015

We're currently preparing to response to the introduction of a compulsory "pay to stay" scheme for council tenants with incomes over £30,000pa.

The government has made no formal announcements on the details of the scheme other than:

  • the income threshold is to be set at £30,000pa (£40,000pa in London) and
  • tenants with household incomes above this threshold will be expected to pay a market or "near market" rent.

We'll provide an update on the details as soon as they're available.

Councils were encouraged to introduce voluntary "pay to stay" schemes for tenants with high incomes above £60,000pa under Chapter 4 of the government's current guidance on Rents for Social Housing published in May 2014.

If any ARCH member currently operates a voluntary "pay to stay" scheme, we'd be interested to learn the lessons learned from that scheme to help inform our response to the government's detailed proposals. Please email John Bibby, ARCH CEO: john.bibby@arch-housing.org.uk.
