Elected members, tenants and officers from 15 member
councils attended the second of the ARCH Regional Events in London
yesterday (26 November).
The programme included a presentation from Claire Coutinho,
Programme Director at the new Housing Finance Institute (HFi) set
up following the recommendations of the House/Elphicke Report -
see ARCH Briefing 1/2015. Claire set out the role of
councils as housing delivery enablers and the support available
from the HFi. Watch out for further information in the next ARCH bulletin on the work of the HFi
and the services they can provide for ARCH members.
The programme also included presentations from ARCH Policy
Adviser, Matthew Warburton, on the latest developments in the
government's plans for sale of high value council housing and 1%
rent reductions. John Bibby, ARCH Chief Executive, outlined the
potential impacts of the proposals to introduce a mandatory 'pay to
stay' scheme and introduction of flexible (fixed term) tenancies
heralded by the announcement in the summer Budget of a review of
lifetime tenancies in the social housing sector.
Alan Hall, Director of Communities at Epping Forest District
Council, gave an insight into the impact of these proposals on one
local authority's Housing Business Plan.
