Spare to Share 30/03/2017

In a previous bulletin we highlighted the use of shared housing/shared tenancies to help tackle increasing homelessness and demand for social housing.


ARCH members are invited to the launch of the new toolkit developed by CRISIS on how to set up, deliver and manage shared housing provision.


In the Spending Review and Autumn Statement 2015, HM Treasury announced that Local Housing Allowance rules would be applied to social housing tenants claiming assistance for their housing costs. From 2019, under 35-year-olds living in social housing will have their housing benefit restricted to the Shared Accommodation Rate and they will most likely find one-bedroom social rented properties unaffordable. As a result of this there is now a push for social landlords to deliver shared housing in their stock.


In response to this and following discussions with social landlords, CRISIS have developed a new toolkit: 'Spare to Share: Setting Up and Supporting Shared Tenancies in Social Housing'.


The toolkit is a guide for local authorities, their Arm's-Length Management Organisations and housing associations on how to set up, deliver and manage a shared housing provision. It explores options for social landlords and makes suggestions of how different models of shared housing can be operated within a social housing framework. The toolkit includes information and best practice on occupancy agreements, conversion, finances and management options.


The launch event will share best practice from registered providers facilitating sharing in their stock and from Help to Rent projects working in partnership with registered providers. The event will also explore recent and forthcoming welfare changes, including the application of Local Housing Allowance (LHA) caps in the social sector and the loss of automatic entitlement to support for housing costs for 18-21 year olds.
