Ministerial statement on building houses outside the HRA 16/04/2015

In the last edition of the ARCH Bulletin we reported on the written statement to Parliament by Housing Minister Brandon Lewis on increasing house building by councils "outside the HRA".


While the Minister welcomed approaches where councils set up local housing companies to develop new homes for market sale or purchasing private rented homes for the accommodation of homeless households, he made it clear that if councils develop social or affordable housing which they fail to account for within their HRA the Secretary of State will consider issuing a direction under section 74 of the Local Government and Housing Act 1989 to force councils to bring that stock into the HRA.


A number of ARCH authorities are considering building "outside the HRA" and have expressed concern that the Minister's stance on this issue will have a negative impact on their plans and abilities to provide more housing - particularly more affordable housing.
