The LGA launches housing manifesto 29/04/2015

The LGA has published its proposals for the first 100 days of the new government, alongside an analysis of relevant sections of the party manifestos. On housing, the LGA calls for the government to:

 

  • Remove HRA borrowing caps and exclude HRA borrowing from the UK index of public debt
  • Put in place meaningful incentives to encourage private developers to speed up delivery of housing for which planning permission has been granted
  • Incentivize councils to invest reserves in new housing by allowing them to retain any resultant HB savings
  • Simplify the arrangements for replacement of homes sold under Right to Buy and allow councils to keep to full receipt for this purpose
  • Create council-led local land trusts with powers to pool surplus public land and make decisions about its disposal
  • Set councils free to set locally appropriate fees, charges and subsidies, and rates and discounts for council tax and business rates
  • Allow councils to use money collected through fuel bills for energy efficiency schemes to insulate homes.
