In its latest batch of judgements, issued on 30 July, the Regulator of Social Housing has given a C1 grading the London Borough of Enfield, and C2 gradings to Crawley Borough Council, East Devon District Council, South Holland District Council and the London Borough of Hillingdon.
Five local authorities received C3 gradings: East Suffolk Council, Ipswich Borough Council, Leicester City Council, North Kesteven District Council and Redditch Borough Council. A C3 grading means that the Regulator judges that there are serious failings in the landlord delivering the outcomes of the consumer standards and significant improvement is needed.
The most common failings identified included lack of up to date information on the condition of the stock, particularly an assessment of HHSRS hazards as required by the Decent Homes Standard, lack of information about the diverse needs of tenants, failure to meet targets for routine repairs or carry out necessary electrical safety tests or fire safety remedial actions.
