The Regulator of Social Housing announced gradings for three more councils during November. North West Leicestershire DC and the London Borough of Ealing were both given C2 grades. Oldham MBC received a C3 grading.  The council manages nearly all its housing through two PFI contracts; the Regulator found that it “does not consistently assure itself that the required outcomes are being delivered for its tenants”.  It “observed some areas to be wholly reliant on exception reporting, and others where assurance provided was insufficiently robust”.
